Shops in Goroka

MANY foreign-owned shops in Goroka are operating bakeries inside and other businesses are conducted within the shop.
Do they have the proper business license to operate multi businesses within the shops?
Authorities supposed to be monitoring this nonsense are feeding from them.
Therefore there is no control whatsoever, even they have moved into villages and stations throughout Eastern Highlands to do business.
Is there any check and balance on this behavior? Wake up responsible authorities, you have become dead logs.
