IT appears very likely that the Southern Highlands regional seat has failed.
Unlike other instruments, writs has a life span.
Right now the writ for SHP is dead, which means a by-election is the only way to give life back to it.
In consultation with Electoral Commission before the writs was open, NEC passed a bill in parliament for dates for the issue of writs and the return of writs.
The rest of the country were late in the declaration of open and regional candidates, so the governor-general extended the deadline for the return of writs in consultation with the Electoral Commission.
It is now apparent that SHP regional election has failed.
A new writ should be issued for a fresh by-election for the seat.
