Who cops the blame?

It is wrong for the Acting Secretary for the Department of Implementation and Rural Development (DIRD), Aihi Vaki, to say that the administrators and public servants are the ones to be blamed for the non-acquittal of MPs’ DSIP and PSIP funds.
The MP is the core person of that district and it’s the departments that should be making sure the reports are done.
MPs are the managers/supervisors who see to how the funds are used and should produce the acquittals, otherwise they are incompetent.
Do we know and why we want to be an MP of a district or province?
If there is no report on how millions of kina are spent, that MP is stupid.
