THE Minister for Tourism, Arts and Culture, Boka Kondra, has clarified the re-appointment of the executive director of the National Cultural Commission (NCC).

Kondra yesterday said he had to make clarifications on Dr Jacob Simet’s return in an acting role due to numerous queries over the legitimacy of the appointment, as Simet’s term had lapsed in November 2011.

He said there were several factors the NCC board had to consider and the rationale behind maintaining Simet’s status in the region, with respect to the organising of the Fifth Melanesian Festival of Arts and Culture slated for June 28-July 11 in Port Moresby.

He clarified that the NCC board had declared a vacancy in the position and resolved to appoint an acting executive director until such time that a substantive appointment was made.

“Three candidates were recommended from the NCC for consideration with Simet as the first priority candidate,” Kondra said.

He said the Public Service Commission endorsed Simet’s acting appointment while proceeding to advertise the position and received applications for the job.

Kondra said the board had to contend with who the best person for the job was and continuity was an important aspect to consider with the impending culture show to be staged.

“I believe the process and procedures are correct within the existing framework and I deny any foul play that is being alleged,” he said.

Kondra said the NCC would call for a permanent office holder in July following the festival.

Simet, in regards to an update on developments in the festival, said despite the short time frame and constraints they would deliver according to the budget allocation.
