My son lost his ticket

MY son was selected to Don Bosco Technical Institute (DBTI) this year.
His name was under Higher Education Contribution Assistance Scheme (HECAS) with a grade point average (GPA) of 3.
Unfortunately he was not eligible for a ticket.
I am paying K12,000-plus for tuition and boarding.
Can the Department of Higher Education, Research, Science and Technology explain this?
