PUBLIC servants have been urged to drive changes in the provinces by providing essential services to the people.

Governor for East New Britain Ereman ToBaining Jr said: “I encourage the provincial administration machinery through the public servants to provide the direction, leadership and facilitate delivery mechanism to drive changes.”

ToBaining said the government must empower the people to be “masters of their own destiny” and to be self-reliant and self-sufficient.

ToBaining said assisting local communities to grow economically will alleviate poverty and achieve important international and national goals.

“The mechanics of all this relies heavily on quality sustainable public services in the districts and local level governments,” he said.

ToBaining said there should be institutional catalysts for service delivery improvement and effectively coordinated in LLGs throughout Papua New Guinea.

“With the eight months remaining, we have to strategise and follow our plans and programmes by ensuring that impact programmes are funded as intended.

“As a country, it is important that we implement government programmes effectively once we develop systems and mechanisms,” he said.
