NO matter how colourful a government budget is framed, the never ending systematic legacy of outstanding claims still remains.
New money plans should be for new services and not to retire previous debts.
It amounts to conspiracy to defraud the state no matter how genuine it maybe.
Most have already broken the Public Finance Management Act on the authority to pre-commit.
Such irresponsible managers should be disciplined as the vicious circle gets bigger in this blunder.
I encourage new managers to deny all outstanding liabilities and prosecute parties involved for conspiracy to defraud the state.
Better to start a clean slate then getting bogged down with legacies issues.
