State versus Government

Letters

IT is time the citizens of this country called the independent State of Papua New Guinea know and appreciate the difference between a government and a state.
The citizens of the land and sea within the boundary defining the territorial area called Papua New Guinea is represented by the State.
Any assets and properties owned by the State is for the citizens.
It is not owned by the prime minister or politicians or departmental heads.
The three layers of government come and go and they are only custodians of State assets and it’s their duty as the governing body of the day to ensure any dividends in a form of profit is spent in the national budget expenditure to deliver goods and services to its citizens and residents.
Having clarified that point, anyone who damages or causes willful destruction to State properties, like the burning of Dash 8 aircraft, has committed a punishable offence.
Anyone who takes up arms against State agents is rebellious in nature and should be dealt with swiftly with a State of Emergency before the current Government loses control as the custodian of the independent State of PNG.
