FOR too long teacher education division (TED) within Department of Education has been operating ineffectively in some areas of its operations.
Teacher educators who are faithfully serving in the teachers colleges are not served properly and on time.
There are a lot of outstanding issues yet to be resolved by concerned officers within TED dating back to some 10 years and over.
Two most notable areas that lack effective and proper management and control are staff appointments and staff development programmes at the teachers’ colleges.
Other issues at the teachers colleges are poorly addressed by so-called ‘investigation teams’ travelling from college to college to find out and report back to TED and Department of Education.
These investigation teams never compile proper reports concerning the real issues on the ground.
One example is the appointment of a principal at a certain teachers’ college in the Highlands with a diploma qualification which was raised in The National on Jan 29.
Education Secretary Dr Uke Kombra later pointed out that the minimum entry qualification for teaching in a teachers college is a bachelor’s degree.
The assistant secretary for TED also made the same remarks concerning teacher qualifications when addressing parents of students who are enrolled in private institutions.
However, the questions remain: Who appointed a principal with a diploma qualification to head a teachers college?
Did this get to the attention of TED and Education Department when making appointments at FinCorp Haus in Waigani?
