Time to be tough on child abusers

MY heart aches every time I read of incidences of child rape in the newspapers.
While I am thankful that our dailies are shedding a light on this serious issue by reporting incidents, I am very concerned about how quiet citizens are about the issue!.
How many more children need to be raped before something is done about it?
We need to do more (at all levels) to protect our children.
Papua New Guinea needs tougher penalties for rape as a deterrence for the crime.
