 LACK of capacity at the provincial district level has hindered the delivery of basic services to the people, Minister for State Enterprises Ben Micah says.

Micah made the statement while submitting acquittals for the K10 million District Services Improvement Programme and District Support Grant to the Department of Implementation and Rural Development. 

He said public servants at the district and the local government levels should be trained to implement projects efficiently. 

“We do not need to train the people with university degrees,” Micah said.

“We need to train the agricultural extension officers, carpenters and others so they can actually implement the projects.”

He said 70% of officers at the provincial level were just doing nothing which was a waste of public funds.

Micah said the budget handed down by the Government was significant but “we do not have the capacity at the district and local government levels”.

He said the K10 million for the district was a lot of money and more could be done to serve the people.
