THE concept of community learning and development centre (CLDC) is a bottom-up approach to tackle the barrier of learning and addressing HIV/AIDS issues.
Officiating at the roll-out of a CLDC in Gazelle district last Friday, East New Britain administrator Aquila Tubal said while the centre promoted sustainable opportunities for the informal sector, the programme could be a milestone to openly talk about the epidemic at a much more lower level and in this case among peer groups and the ward level.
He urged the people to gain maximum benefit out of the programme that was launched in all districts in the province.
Tubal said he would like to see more people involved in the programme, with the guidance of social development officers through their respective district administration to promote community learning and create development opportunities for income generation to empower families to become self-reliant.
He said this year’s budget theme was all about growing the local economy and such a concept would lay the foundation for the people to get more involved with help from CLDC officers.
He said importantly the concept would educate people in rural and urban communities through non-formal education and develop integral human development to be able to improve standard of living in their communities through economic activities.
Tubal reminded the people that Gazelle was heavily populated and lead statistics of the epidemic.
He challenges the public to use the concept.
Statistics for the last three quarters of year for the province show there were 37 new HIV infections detected, with 40 accumulated from last year.
