The money was released in two separate payments of K150,000 and K400,000.
A national fraud squad team led by senior detective Charles Kukari was in Madang last week to investigate and lay charges.
The director of the New Komba Construction Company Elias Yangi was charged with two counts of misappropriation and two counts of false pretences.
Madang building inspector Barry Meten was charged with two counts of misappropriation, two counts of false pretences and one count of official corruption. Meten was charged on Thursday and released on a K2500 bail.
Yangi was charged on Saturday and released on a K2000 bail. Police expect to question more people over the matter.
It is alleged that K150,000 was paid to New Komba Construction on March 6 last year by the Madang treasury to maintain the governor’s residence.
