Unqualified policemen

IN Papua New Guinea, we all know that the Royal Papua New Guinea Constabulary is the legitimate police force.
There’s no other police force in the country.
But in Wewak we have one wearing shanty old police shirts, trousers and shoes.
These boys and men are home.
The question is how did this security company get permission to become police man which they are not even qualified?
