Unwanted building in residential zone

THIS is an open letter to the building board / physical planning enforcement Unit of NCD to check out a new building structure on section 81 allotment 08, Siai St, Korobosea (opposite the Manu market).
Would the building regulations and town planning by-laws deem this structure legal or illegal in a residential zone area?
This structure appears to be in breach of building and sewerage regulations in regards to minimum clearances from allotment boundaries.
It is also encroached on the main sewer line running at the back of the allotment.
The roof edge is almost over the fence of allotment 09 which makes it illegal in terms of fire safety, etc.
This was brought to the attention of the building board (BB)/physical planning (PP) on Nov 12, 2018.
On one of the many subsequent follow-ups, about eight on Nov 19, the building board advised that the case had been referred to physical planning. When the matter was first raised with the BB/PP, only the 100x100mm square hollow steel section posts were being erected.
As at Dec 19, 2018, 28 working days after it was reported to the BB, the roof has been laid, external corrugated walls completed on one side and back walls and concrete floor slabs are being constructed and progressing.
Word on the street is that it’s a supermarket. Such a service is beneficial but not in a residential zone area.
