Upgrade UPNG facilities

AS a UPNG student, it is sad we are still using outdated facilities, some da­ting back to the 1980s.
A majority of the buildings are run-down, including dormitories.
The books in the libraries are outdated.
How can we refer to reference books that were written in the 1980s and 1990s?
The world has advanced so much since then.
UPNG is said to be the premier university of the South Pacific but it is not living up to that name.
Every year, the national government budgeted a lot  of money but it seems that the funds are not being used wisely.
Students are also paying fees that are higher compared with other universities yet we are forced to use outdated facilities.
I think the UPNG administration has a lot of explaining to do.
UPNG needs to build three more dormitories rather than rent.
