Where are traffic police officers in Lae?

I HAVE been in Lae for the past five months and noticed traffic is a problem in this city. 
There are traffic jams every morning.
Where are the traffic police officers?
Are they waiting for accidents to happen to their family members before acting?
Lae is the second largest city and yet the roads and lines on the roads are faded.
This gives the impression that the authorities are not concerned.
Some crossings are lo­cated near schools but it is hard to find a traffic officer controlling vehicles, especially speeding PMVs.
The Morobe provincial government and the de­partment responsible for fixing all these problems must wake up from their slumber.
Basic infrastructure in this province is an issue that needs serious attention of those responsible.
