Whistleblowers Bill is effective

MY first impression on the Whistleblowers Bill passed in Parliament last week is that we can now eradicate corruption from the highest level to the lowest.
This I believe will be effective in towns and cities only.
What about the rural population that is not accessible to media (TV, newspaper, radio etc)? How will they know that there is a law now that will protect them for telling the truth and not get sacked?
Can the government do awareness so that they will understand and not be manipulated by vague political appointed people who are using public assets and monies to satisfy their own interests?
