Who owns Garden Hills?

I AM concerned about the illegal landowners at the Garden Hills settlement in the National Capital District.
The land is owned by the people of Motu Koitabu.
How did these individuals become landowners and claim to have proper land titles from the Lands Department and National Capital District Commission.
This community leader is selling small portions of the land to people to build houses and trade stores for rental purposes.
For this reason, Garden Hills is now an eye sore for motorists and the public.
It is a hub of petty crimes, assault and serious crimes.
This is a public concern and the authorities should address it before the land goes to the dogs.
