Why charge K200 for lost, damaged card?

WHY do we have to pay K200 for lost and damaged national identification (NID) cards?
I understand the cost of printing a card, but I feel that K200 is too excessive.
It costs K70 to renew a driver’s license and K20 for a bank card.
The K200 fee needs to be justified.
How do you expect a villager, who may be robbed and lost all his/her personal items including the NID card, to get a new one?
According to studies, the average income a Papua New Guinean gets every week is between K20 and K50.
