THE K40mil Boulevard Independence road was handed over by the Chinese President Xi Jinping during Apec in 2018.
It has been in use since then but the traffic lights have not been working since last year.
Vehicles using the boulevard have been moving on their on accord.
Several accidents have occurred at the traffic lights causing damage to properties.
