Build all-weather roads in capital

THE National Capital District Commission (NCDC) is responsible for managing the affairs of the National Capital District, which was established by the Constitution.
The commission is entrusted with a range of responsibilities to ensure that it takes care of the welfare and safety of entities, individuals and families in NCD.
The NCDC requires funding to implement policies, standards and programmes in order to manage the political, economic and social affairs of the nation’s capital.
The main sources of its funding are:

  • ANNUAL national budget allocations in the form of grants by the Government;
  • ALLOCATIONS from goods and services tax collected from sales made in the NCD;
  • DISTRICT services improvement programme (DSIP) funds allocated to each MP from the national budget; and,
  • FUNDS collected from municipal charges such as land rent and garbage fees, imposed on residents and entities in NCD.

One important responsibility of the NCDC is to ensure it implements policies, standards and programmes to secure the health and safety of residents.
One particular function of interest here is for the NCDC to develop and maintain roads in good operating conditions so that they do not become a health hazard to the residents.
These days, there are too many roads in Port Moresby, which are in depilated states and are producing so much dust from moving vehicles and natural wind.
Dust is a major health risk to residents living along these roads because it can cause severe lung diseases and disorders which can become life-threatening.
The NCDC has a duty to build and maintain all-weather roads in Port Moresby.
Failure to do so means it is failing its duty and responsibility to the residents. That means it is exposing itself to unnecessary litigation risks.
Many along Talio Street in North Waigani, Port Moresby are paying our taxes and GST, but we have been living with a dusty road for many years.
The situation has now become a serious health hazard, with growth in the number of cars in the city and global warming due excessive carbon emission into the atmosphere.
The NCDC should note that it has a duty to build an all-weather road at the Talio Street in North Waigani.
Failure to do so leaves a lot to be desired.
It causes one to wonder where all the money from the four sources of revenue is spent on by the commission every year.
