Call to suspend secretary

THE secretary for Provincial and Local Level Government Affairs Dickson Guina has been charged with attempting to interfere with State witnesses to pervert the course of justice by the Magistrate Tracey Ganai at Waigani committal court (The National, Jan 29, Page 3).
Since this is a serious crime and has been handled in court, why did minister responsible Pila Ninigi continue to allow the secretary to perform his duties despite being implicated?
Prime Minister James Marape highly spoke against corruption yet his ministers seem to defy his instructions by entertaining corruption in the departmental agencies.
Can the secretary be sidelined with full pay pending the outcome of his court case?
Is it hard to suspend the secretary after the court implicated him?
The minister responsible is allegedly sleeping and should be awaken to fight the corruption starting with his secretary.
