Delay in new money system halts projects

THE Raicoast district in Madang is yet to access the recently introduced integrated financial management system (IFMS) to implement its scheduled projects and activities, chief executive Michael Pamaraka says.
He said the delay in accessing the functions of IFMS was halting the implementation of activities.
As a result, Pamaraka and MP Peter Sapia have to bring all the project claims to Port Moresby to be endorsed. That added travelling and accommodation costs.
Pamaraka, the authorised requisition officer, four local-level government (LLG) managers and four LLG executive officers are yet to attend IFMS training.
Pamaraka raised the concern on Saturday at Gusap after Bulolo chief executive officer Tae Gwambelek raised a similar concern.
“If Morobe is alright then Madang will be okay and if Morobe is not satisfied then Madang is not fine at the moment,” Pamaraka said. “The IFMS will recognise my signature only after I attend the training and my signature is inserted into the system” Gwambelek said. In Morobe 93 officers — 27 from district and 66 from LLG administrations – have yet to attend training as well.
