Give funds to improve stadium

IF the Government claims that the Sir Hubert Murray Stadium was given as a gift, then it should never be taken back. Why did the government not develop or improve the stadium back in 1991 for the games back then? The government must give the Motu-Koitabu Assembly its grants and funds as required by law to develop and improve the facility.
