Whose interest is the government serving by trying to bring people in the informal sector into the banking and taxation system?
From the perspective of an informal sector participant, it is not wise to put all their money into a parasitic banking system, where fees and other charges on principle, gives negative growth of interest on savings.
To attract the unbanked population, a simple government intervention would be for the Central Bank to develop a policy to set interest rates at 10% per annum for savings. It will work miracles.
