Is it abuse of power to have armed escorts?

I TRAVELLED from Mt Hagen to Lae on Jan 12, when at Chimbu along the Okuk Highway, we met a convoy of tinted security and private vehicles.
There were about 20 vehicles in the convoy, which was led by the PNG Defence Force, causing inconveniences at some point.
A passenger in the PMV said they were escorting a department secretary.
Another shouted: “Why are we not using these security vehicles in some police posts that need police mobile patrols, instead of unnecessary convoys as such.”
I felt that was a genuine comment.
If this was really unnecessary, who gave the order for this convoy?
Was it an abuse of power?
