Kwa clarifies entity’s role

 THE Constitutional Law Reform Commission (CLRC) says it is the only legal entity which can review and amend laws.

Constitutional Law Reform Commission secretary Dr Eric Kwa told reporters last Friday that his office was the only body approved by Parliament and funded by the Government to review and amend laws.

He called on ministers, Members of Parliament and Government entities not to waste public money by engaging private law firms to amend and review existing laws.

He said so much public funds had and continued to be wasted on engaging private consultants when the funds should be used for development.

Kwa said if any department wanted to review laws then they should consult the commission.

“Any review should come to us and not consultants because we are funded to review constitutional and other laws,” he said.

Kwa said a few of the laws that went through Parliament did not go through the CLRC.

“It is our function to talk about any reform laws. We allow public input before any law is reviewed because the laws are meant for the people,” he said.

“The whole idea is to have a good law that is to be passed by Parliament. We do not want overnight laws from consultants. Our job is to make good laws that protect the government and the people,” Kwa said.

“There have been so many of duplicated tasks wasting public funds on engaging consultants. Proposed laws should come to us then we’ll take it to the public because parliament passes it,” Dr Kwa said.
