LNG project landowners

The National on June 20 reported that the LNG landowners in Hela had set fire to some heavy equipment, which were parked next to the LNG plant, and demanded royalty payments.
The prime minister came out the next day telling the petroleum department to deal with it.
But I ask, who are the legal LNG landowners and to whom should the petroleum department pay the royalty?
How long will the Government wait for the genuine landowners to be identified?
