THE handing over of powers to districts and provinces to utilise funds from the district and provincial service improvement programmes will allow local authorities to make better decisions on projects they prioritise, chairman of the National Procurement Commission Kenneth Thomson says.
He said it was a requirement that districts and provinces screened projects and contractors.
Thomson said powers to award contracts were previously held by the Central Supply and Tenders Board “However, the Government has given the mandate to the districts and provinces,” he said.
He said by June, governors and MPs should ensure that district and provincial procurement committees were set up.
“Leaders have to take this seriously because quality service delivery is needed for people,” he said.
He said the use of PSIP and DSIP must be guided well by a procurement committee.
