No one doing anything to get rid of drugs

Your editorial (Oct 26) is spot on.
Drug is becoming a serious problem and will continue as long as nothing is done about it.
Nobody is taking responsibility. 
The Health Department is not taking it seriously, hence it has no plans.
The narcotics bureau is under-resourced and there is nothing much it can do.
The laws on illicit drugs are not tough enough to deter people from staying away from drugs.
What about the laws on underage smoking and drinking? 
Is anybody policing them?
Are parents educating their children to stay away from drugs?
A holistic approach is needed, not band aid treatment.
Treating drug addicts at psychiatric hospital is not working, at least from a psychiatric point of view.
