State entities defying cabinet decisions

TELIKOM PNG Limited, Kumul Consolidated Holdings (KCH) and PNG DataCo Limited are three state-owned entities that must be held responsible for delaying and not complying to National Executive
Council (NEC) decisions.
I have pointed out previously about the need for immediate assets transfers as stipulated by the political leadership.
It appears that these parties are slowing down the process of the transfer, which is totally unfair to the country and people.
When the Government makes a decision, it must translate into implementation and those that are tasked with these responsibilities must act with speed.
The Minister for Public Enterprises and State Investments, William Duma, has ensured that the issuance of the Vesting Notice, as published by the National Gazette (No. G361 of June 10, 2016) was accomplished. The notice spelled out clearly how, what and when the complete asset transfers should be conducted.
However, what baffles me is the transfer execution date has again been delayed for reasons only the board and management of Telikom PNG knows.
Looking back, since the NEC decisions 107/2011 and 32/2014, Telikom PNG has been sitting on them until Minister Duma felt necessary to take out the vesting notice.
The delay is a direct defiance of Government decisions therefore as a concerned citizen who pays so much to use the internet I want to know what personal interest do Telikom PNG Limited, Kumul Consolidated Holdings and PNG DataCo have in these proposed transfers.
The Telikom board and management have never responded on why they continue to act in defiance of NEC decisions.
Hence Telikom PNG, must immediately respond to the vesting notice and proceed without any further delay in executing the assets transfers from Telikom to DataCo.
