Trainning delayed

A group of new police recruits has been at Bomana Training College now for three months but no training has been given.
Are they there to just eat and relax and do nothing?
We have a cash flow problem in the country but the police department seem to have a lot money to continue to provide food and accommodation to new intakes and not provide training for them to start work.
The longer it takes, the more it is costing the taxpayer.
Can the police college commandant and police commissioner explain why training has been delayed for three months?
