Unpaid teachers

Teachers form the backbone of Papua New Guinea.
Without teachers dreams won’t happen and remain dreams.
If this is so, then why are only some teachers getting paid?
There are cases of teachers holding positions for which they do not work because they are not actually at the school.
Then there are teachers who are working and not being paid, but they work on regardless in the hope that they will finally get paid one day.
Education officers in Port Moresby or in provincial headquarters should serve the teachers fairly and not be biased.
