What are the alternatives, Sir Mekere?

I would like to ask Sir Mekere Morauta and other critics of the Environment Act amendments what alternative they have in mind.
Before this, a development project that has taken many years of planning and gone through thorough approval processes can be postponed indefinitely or even halted after billions of kina had been spent.
That represents a disaster to investors and a serious deterrent to all future investments. 
We are already seeing similar challenges being made against the LNG project.
But if the government is unable to make decisions related to a development project, then who is?
The alternative is a system of interminable legal challenges by arbitrary complainants that may result in no development of any kind being possible.
In hindsight, I think the amendments are necessary, though there is room for improving the consultation and approvals process, and of course, to ensure that compensation and punitive damages are possible in appropriate circumstances.
