North Goroka Community leader Dickson Mogia is unhappy with betel nut chewers who are using a new drain as their rubbish tip.
Mogia is a betel nut seller but said customers should be responsible for their rubbish.
When asked whether he should provide a bin for the rubbish, he said that was the responsibility of the Goroka Town Authority.
“Rubbish is full in the drain waiting for storm water to flush it away,” he said.
