Sections of this road have deteriorated overtime and a nightmare for motorists.
The youths are using their own initiative to fix the road and charge drivers a small toll fee.
This road is important to the people of East New Britain because it connects businesses in Kokopo to other parts of the province, including Simpson Harbour in Rabaul.
The harbour is the main entry and exit point for goods entering and leaving the province.
