Wrong to get expat to head CS

I REFER to talks about the possibility of appointing expatriates to head some of our agencies such as the Correctional Services, police and defence force.
This move is a step in the wrong direction and must not go beyond the proposal stage.
My reasons are:
* Foreigners do not know our system of government, organisational problems, culture and laws of this country; 
* Our national security will be at stake. How can we sell our birth right? We are an independent state and our sovereignty must be maintained and protected at all cost;
* There will be a serious management and control problem with locals who are already occupying senior positions and expected to be promoted to the top post. Staff morale will be low as foreigners would be doing the same job as *ocals but getting a higher salary.
Where is the balance and fairness?
I urge the NEC not to pursue this move.
